QLD:Man missing in remote bush found safe
BRISBANE, Aug 24 AAP - A man who went missing in remote north Queensland bushland has
been found safe and well.
Craig Bush, 44, was driving to Townsville on Sunday night when he got out of the vehicle
and walked into bushland about 100 kilometres north of Charters Towers, police say.
He was found safe and well on Tuesday night near a road house on Gregory Developmental Road.

ACT:Man told to drop knives then shot by cops
ACT police say they spoke to a man for 30 minutes and made numerous requests for him
to drop a knife and meat cleaver before shooting him dead this morning.
The death of the 27-year-old man in Canberra's Southern suburbs is the second police
shooting in the ACT in a little over two weeks.

FED:Company profits jump 18.9%
Corporate Australia has notched up a record profit windfall .. of 68.5 billion dollars
for the June quarter.
Official data just out show companies' gross operating profits surged by a seasonally-adjusted
18.9 per cent in the June quarter .. the fastest pace in more than nine years.
Economists were expecting a 5.8 per cent increase.
Business inventories .. such as stock on shelves and in warehouses .. fell 0.5 per
cent in the June quarter .. when economists were expecting a rise of 0.4 per cent.
The data feeds into Wednesday's national accounts for the June quarter.

WA: One man dead, one critical after Perth brawl
One man's dead and another is in a critical condition after a street brawl in Perth.
About 10.00 (WST) last night .. police were called to Mirrabooka in the city's north
.. where about 20 young men were fighting in the street with sticks and other weapons.
They found two men seriously injured at the scene.
One man later died and the other remains in a critical condition in hospital.
The area's been cordoned off .. and a crime scene has been set up.

Fed: Tax staff warned Groves months before ABC collapsed: court

BRISBANE, Dec 8 AAP - A public examination into ABC Learning has heard the senior taxation
manager had warned company founder Eddy Groves that his business owed the Australian Taxation
Office (ATO) nearly $15 million seven months before its collapse.
Craig Howard, the group taxation manager for ABC Learning, told the Federal Court in
Brisbane on Tuesday that he was so concerned by the tax debts that he handed in his resignation
in July, and left in August.
Four months later, ABC Learning went into receivership.
The court heard about several group emails sent to and from Mr Groves in which senior
finance staff began warning him in May of a growing $15 million ATO debt for both ABC
Learning and its associated regional management companies (RMCs).
The court heard that Mr Groves asked Mr Howard in June to stall the ATO until they
freed up their cashflow by selling 60 per cent of ABC Learning's stake in a deal with
Morgan Stanley.
Mr Howard said he made a deal with the ATO to pay the 2006/07 tax debt with the 2007/08
tax debt in early July, at a penalty of $1.5 million.
"OK, but I want to give us some wiggle room," Mr Groves said when he ticked off the
deal in an email.
The deal was made with the ATO to make the payments by July 28, he said.
Mr Howard said Mr Groves was warned by staff members that if he didn't pay the debt
on time the ATO could order an audit, begin legal action and impose much higher fines.
Mr Groves was sent another email after the deal's expiry date, copied to several key
staffers, to advise him the now $18 million debt still hadn't been paid.
"I thought I asked John to pay this yesterday," was Mr Groves' email reply.
When asked by lawyer for the administrators John Baird if this was a joke, Mr Howard
replied: "That's classic Eddy".
The examination continues.

Kleenmaid director ANDREW YOUNG is touring Europe and the United States to find a solution
to saving his company.
The Queensland-based whitegoods group is in the hands of administrator Deloitte ..
with creditors owed at least 76 million dollars.
Of that .. 45 hundred customers are owed at least 27 million dollars in undelivered
goods .. and 150 employees are out of work.
A spokesman for Deloitte says Mr Young isn't using company funds for his trip.
Mr YOUNG's told customers he'll meet with suppliers and is working on a plan to save the company.
He'll present a strategy to the next creditors' meeting .. expected to be held in the
week starting May 25.

a swagfull .. we do have some good prospects lining up.
Our best bet for a podium place is in the men's triathlon which starts at midday (AEST)
.. but if our hot prospect BRAD KAHLEFELDT is to take the gold he faces the monumental
challenge of trying to turn the tables on hot favourite JAVIER GOMEZ of Spain .. who's
been dominant in 2008.
SALLY MCLELLAN will take a new goal .. and plenty of self-belief .. into tonight's
100m hurdles final.
MCLELLAN has reached the final on her Games debut .. finishing fourth in last night's semi.
American LOLO JONES confirmed her gold medal favouritism by clocking 12.43 .. the fastest
time in the world this year .. but after her the event looks wide open and the feisty
21-year-old Queenslander says she has no idea what she can achieve.
Meanwhile .. a repeat of his scintillating heat run from yesterday will almost certainly
book JOEL MILBURN a place in the men's 400m final .. and fellow Australian SEAN WROE also
ran his quickest time ever to ease into tonight's semis.
In diving .. Veteran ROBERT NEWBERY and young teammate MATTHEW MITCHAM will be aiming
to secure a spot in tonight's three metre springboard final.
They're competing in the semi-final .. with the top 12 progressing to the medal-deciding

Today's sailing events get under way at 3:00 o'clock (AEST) with SARAH BLANCK hoping
to bury some personal demons .. and extend Australia's medal tally in the Laser Radial
race.

out on a bronze medal by a single point .. and is determined to make up for the disappointment.
But she still faces a big task to overhaul the 10-point gap separating her from the
bronze medal position going into today's decider .. and will be hoping Lithuanian GINTARE

up.
There's less to worry about for Australia's world champion Tornado team .. with DARREN

The reigning world No.1 crew have just three races to go before Thursday's scheduled

Australia and the USA head into the match with undefeated records at the tournament

Australia came to China as the team expected to provide the biggest resistance to the

BRISBANE, April 11 AAP - One of Australia's first Anglican women priests has shattered
the stained glass ceiling to become the nation's first woman bishop.
Perth Archdeacon Kay Goldsworthy, 51, was today named as an assistant bishop, to be
consecrated on May 22.
But if she visits Sydney, which remains opposed to women bishops, she will only be
formally acknowledged as a deacon and unable to exercise her ministry as a priest or bishop.
The unanimous decision to appoint Archdeacon Goldsworthy was made by Perth Archbishop
Roger Herft and his diocesan council last night following an agreement reached this week
between Australia's Anglican bishops on a protocol to handle opponents of women bishops.
Under the protocol, parishes that cannot in good conscience recognise the ministry
of a woman bishop will be offered the services of a male bishop.
The church's peak legal body last year affirmed it would not breach church law to appoint
a woman bishop.
Bishop-elect Goldsworthy was in the first group of women to be ordained a priest in
Perth in 1992.
The mother of twin boys, who has been married to husband Ben for 20 years, said she
had been invited to think and pray about being a bishop by Archbishop Herft several weeks
ago.
She said it was unlikely she would feel slighted by parishes not accepting her ministry,
having first felt a call to serve the church at the age of 16 and faced criticism over
the years.
"I've travelled a path where there's always been someone or some group that doesn't
agree or doesn't want to receive your ministry, so I won't feel slighted," she told AAP.
"I'm always sorry that we have such differences and I wish it were different, but ...
I want everybody to see that the ministry of women is to be valued and celebrated."
Bishop-elect Goldsworthy said she did not believe the move would split the church in Australia.
"Women were first made bishops over 20 years ago in the (worldwide) Anglican Communion
and the communion has continued to work," she said.
She said parishes in Perth that did not accept her ministry would be able to draw on
the services of two other male assistant bishops and the archbishop.
Archbishop Herft said Bishop-elect Goldsworthy was an outstanding candidate.
He said her previous experience as a school chaplain, canon of the cathedral, parish
priest and archdeacon meant she was "one of the best qualified priests to take on this
role".
Women bishops are currently serving in the United States, Canada and New Zealand.
"Australia has been a while catching up, but our time has come and I know that the
great majority of Australian Anglicans warmly welcome this day," Archbishop Herft said.
Bishop of South Sydney Robert Forsyth said he expected there would be at least two
women bishops - in Perth and Melbourne - by the end of the year, which would create "difficulties"
in keeping the church together.
"There's no question it does fracture our unity because we are not all agreed," he told AAP.
He confirmed Sydney's policy not to accept the ministry of visiting women bishops.
"She would be welcomed as a person, but she would not be able to exercise priestly
or episcopal ministry," he said.
Women's ordination campaigner, the Reverend Val Graydon, said having a woman bishop
would provide "a different dynamic to decision-making and fresh insights for the future
of the Anglican Church in Australia".

Vic: Peace rally to show support to bring troops home from Iraq
Hundreds of peace activists are expected to march through central Melbourne today to
call for Australian troops in Iraq to be brought home.
The peace rally marks International Human Rights Day.
Unity for Peace spokeswoman DANIELLA OLEA says the rally starts at 1pm (AEDT) from
the State Library .. and will celebrate former Prime Minister JOHN HOWARD's loss of the
federal election last month.
She says millions of Australians voted a fortnight ago for change .. and now they are
calling on the Labor government to deliver.
Ms OLEA says Prime Minister KEVIN RUDD has promised to bring some troops home in the
middle of next year .. but even that would still leave 1000 Austrians troops more in Iraq
and the surrounding region.
The rally is backed by The Greens .. the Islamic Council of Victoria .. and several
groups linked to unions and left wing organisations.

Vic: Investigators probe plane crash death
Air safety investigators today begin examination of the wreckage of a light plane that
crashed in south-west Victoria yesterday.
The plane's 59-year-old pilot died in the crash at a property at Nelson .. and reports
say he may have hit power lines during take-off.
But the Australian Transport Safety Bureau says it's yet to determine the cause of the crash.
Three bureau investigators arrived at the crash site yesterday .. and begin their investigations
today.

Fed: Jet dust off cobwebs and get back to performing

SYDNEY, Aug 17 AAP - Melbourne rockers Jet are back doing what they love best - performing live.
After basing themselves in Los Angeles for several months to record their second album,
Shine On, the group returned to Australia this week for four gigs.
"We are still kind of dusting off the cobwebs, we haven't toured in ages," said frontman
Nic Cester.
"We have been in the studio for so long ... it is good to get up and play music for
a change instead of sitting around talking about it."
Jet performed their first live gig on home soil in nearly two years at Melbourne's
Prince of Wales Hotel on Monday, and took to the stage again on Tuesday at The Forum.
They played one song at yesterday's ARIA Icons Hall of Fame event, paying tribute to
inductees Rose Tattoo and are on stage again tonight at Sydney's Enmore Theatre.
"We rushed to make sure that we got the album done so we could come back here," said Cester.
"It has been pretty full-on, lots of long days. The most sleep we have had was on the
plane on the way back to Australia."
The single Put Your Money Where Your Mouth Is was released to radio last week and hits
stores on September 9 with the album slated for a September 30 release.
"The album is still being mixed, we get stuff sent over the internet every night to
have a listen to," said Cester.
"We are really happy with it."
Jet - Nic and Chris Cester (drums), Cameron Muncey (guitar) and Mark Wilson (bass)
- are known for their raw heartfelt tunes and have become one of Australia's best known
bands overseas.
Raised in Melbourne on a diet of classic rock, Jet shot to prominence in 2003 after
a hard slog on the pub circuit.
Their debut album sold more than 2.5 million copies worldwide, securing the band six
ARIA Awards and an MTV Award for for best rock video for Are You Gonna Be My Girl.
Jet will head to the UK this weekend to perform at the Reading and Leeds Music Festival
and some other European gigs before flying to the United States for shows there.

SYDNEY, April 11 AAP - A small but lively group of protesters has gathered outside
the Cole inquiry in Sydney, where Foreign Minister Alexander Downer is due to appear today.
Mr Downer will be the second senior cabinet minister to front the Cole inquiry in as
many days, following Deputy Prime Minister Mark Vaile's evidence yesterday.
Approximately 10 members of the Aidwatch group are demonstrating outside the inquiry
- dressed up as Prime Minister John Howard, AWB executives and Saddam Hussein - all throwing
around toy money.
Aidwatch spokesman Tim O'Connor said Australian aid was being used to advance the business
interests of Australian companies.
"When the foreign minister turns up we really want him to recognise the issue, that
there is no role for supporting Australian business through the aid program," he said.
"The Australian government does have the role to support Australian business separately,
but it shouldn't happen through the aid program."
A large group of media is also awaiting the arrival of the foreign minister.

Openwave Restructures to Focus Product Portfolio and Reduce Costs.
REDWOOD CITY, Calif. -- Openwave Systems Inc. (Nasdaq:OPWV), a global software innovator delivering all-Internet Protocol (all-IP) mediation and messaging solutions, today detailed plans to refocus its business and improve operating profit margins.
As a result of the restructuring, the company said it expects to reduce annual Non-GAAP operating expenses by approximately 30%, or $30 - $32 million, on a year-over-year basis. Non-GAAP operating expenses exclude restructuring, amortization of intangibles and stock-based compensation, and amounts associated with certain unusual events. A reconciliation from GAAP to Non-GAAP historical operating expenses can be found on the metrics sheet on Openwave's web site at http://investor.Openwave.com.
The restructuring is intended to reduce operating expenses beginning in the second quarter of fiscal 2012. This restructuring reflects a reduction of approximately 18% to 20% of the workforce, savings associated with reduced discretionary spending, and a significant reduction in labor costs associated with offshore development support.
As part of the restructuring, the company intends to reduce its spending on legacy products and solutions that have been underperforming. The company intends to focus its spending on products with the strongest demonstrated market traction, primarily the new products that are based on the all-IP (internet protocol) messaging and mediation platforms.
"It is clear from the trends of the last quarter - reflected in bookings that were below expectations as well as industry reports of slowing purchasing activity from customers worldwide - that the market for our new products is developing more slowly than we had expected. Our restructuring reflects a disciplined response to the changing market realities, and is consistent with the contingencies of our long-term operating plan," said Ken Denman, chief executive officer. "Our restructuring is designed to allow us to focus on the new products that are gaining traction while reducing our investments in legacy products, realign our R&D to support our narrower portfolio of products and rely more on our channel partners to drive sales. We expect to achieve lower operating expenses while meeting the commitments we have made and will continue to make to our customers."
As part of the restructuring of R&D to better manage product development and realize cost efficiencies, Openwave's Belfast division will undertake additional development work previously outsourced to offshore development centers. The spending on those centers will be reduced.
Openwave also plans to reduce its direct-sales programs, shifting toward a multichannel sales approach. It will focus its sales resources on established markets with the largest concentration of current customers and it will rely more heavily on channel partners in additional markets to reduce expenses.
The company expects the restructuring to have the following effects on Non-GAAP results in fiscal 2012: gross margins in the mid- to high-50 percentile in 2012; R&D expenses in fiscal 2012 to be approximately 20% of total revenue; sales and marketing expenses to be approximately 20% of total revenue; and G&A expenses to be approximately 10% of total revenue.
The company expects to recognize restructuring costs of approximately $6 million in the first quarter of fiscal 2012.

People always expect Ben Stiller to be funny. It's not surprising, given that he's made a career out of a string of hilarious characters; from the over-the-top vanity of male model Derek in 'Zoolander' to his recent turn as an actor desperate to be taken seriously in 'Tropic Thunder'. As one of the most successful and esteemed comic actors in Hollywood, he isn't always able to hide his star power - even in the most unusual situations. "I've had somebody ask for an autograph at a funeral," he admits, wryly. "That might not be appropriate. I gave it to them. I don't want to lose a fan. "It was a family person who was closer to the deceased than I was, so I didn't want to rain on their parade even more. "There is some expectation, I guess, to always be funny, but it's more how you take it in yourself, like whether you care about that or not," he adds. "You go on a talk show and people want to laugh. They want to see the funny guy be funny. But in life, I don't see feel any sort of pressure to have to do that. Because it's just too much pressure. When you're living your life you want to relax a little bit. Enjoy the funeral - you know what I mean?" Stiller has plenty of reasons to enjoy life as he approaches his 43rd birthday. 'Tropic Thunder', which he co-wrote and directed, did brisk business at the US box office, knocking the phenomenally successful Batman film 'The Dark Knight' off the top spot. And his latest movie, 'Madagascar: Escape 2 Africa', the sequel to the 2005 hit animated film, in which he voices Alex the lion, also made No.1 in the American movie charts. "It wasn't hard to decide to do the sequel because the first one was so much fun," Stiller says. "So with the second one, once you've done it and you understand what the process is, it actually makes it a bit more fun because you understand that there's actually going to be a movie at the end of it. "The first time we always wondered if they were making a movie because it went on for so long and we didn't see anything." Animated films of this calibre take years to make, and can be a tricky task for actors. The stars usually have to voice their parts alone in a studio vocal booth, which was the case for Stiller's co-stars David Schwimmer (Melman), Jada Pinkett Smith (Gloria) and Will.i.am (Moto Moto). Ben was lucky enough to be paired up with Chris Rock (Marty) for many of his scenes. "It's a strange process because you're alone in the room a lot of the time," he admits. "Sometimes there's another actor there. If it's not Chris, there's somebody else there to read the lines with you. And that's really helpful. It's always funny to see the guy they get to read Chris's lines. They're nothing like him. And I find humour in that. It makes me laugh which is good for the energy." Since voicing the first Madagascar movie, Stiller has become a dad to Ella, five, and Quinlan, three, with wife Christine Taylor. He admits that fatherhood has made him more open to choosing family-friendly roles. "You just become aware of movies that you can watch with your kids and if you have the option to do some then that's a good thing," he says. "My kids enjoy Alex and they like Marty. They're big penguin fans. They enjoy the whole thing." In fact, Quinlan and Ella got more involved in 'Escape 2 Africa' than just being fans. They came into the studio to help provide the voice of the 'young Alex', ending up supplying around 45 seconds of air time. But despite this brief taste of stardom for his kids, Stiller isn't interested in becoming a pushy Hollywood dad. "I would never force them to do anything they didn't want to do, in terms of that," he says. "I would keep them out of the acting arena until they're old enough to have had a little bit more life experience. "I think for fun, like in school plays or just in camp-type things, nothing professional, would be my hope for them. It's every parents' choice really. I know, having grown up around it, I would like them to not have the pressure of having to audition for something, the rejection of that and all that stuff." Being an in-demand actor, director and writer does mean time is a precious commodity for the star, who lives in Los Angeles with his wife, kids and their three dogs. He is cagey about his next directing gig, after the success of Thunder which he is "very proud of", maintaining he is in the directing business for creative reasons rather than for making big box office bucks. "You can't focus on it too much because you can't base everything on it in terms of whether or not you feel good about something," he says. "That's not a fun way to live your life." New York State Comptroller Thomas P. DiNapoli today announced his office completed audits for the Town of Castile, the Town of Hamburg, Herkimer County, the North Evans Fire District and the Town of Potter.
"My office's audits of local governments improve their financial management practices," DiNapoli said. "These audits are tools for local officials to make sure proper policies and procedures are in place to protect taxpayer dollars and provide the best possible service these taxpayer dollars can deliver."
Town of Castile - Financial Management and Town Supervisor's Duties (Wyoming County)
At December 31, 2010, the unreserved, unappropriated fund balance in the general fund - town-wide was reported as $254,761, or 84 percent of the ensuing year's appropriations. At the same time, the town maintained an unreserved, unappropriated fund balance in the highway - town-wide, water district, and sewer district funds of $371,816, $183,760, and $214,197 respectively. These amounts represented 109 percent, 151 percent, and 79 percent, respectively, of the ensuing year's appropriations. The town has accumulated excessive taxpayer funds that could be better used. In addition, the supervisor does not have adequate control of his financial records, nor does he appropriately monitor those performing some of his financial duties.
Town of Hamburg - Internal Controls Over Justice Court Operations (Erie County)
Internal controls are not adequately designed or operating effectively. Weaknesses in the internal control system exist and there is lack of oversight by the justices and the court administrator. The justices did not ensure that the court administrator and the court clerks prepared accurate monthly accountability reports. Auditors performed accountabilities for the two justices and found that the justices' bank balances exceeded known liabilities by $10,042, while the balance in the shared bail account was $4,809 less than court's liabilities.
Herkimer County - Internal Controls Over Procurement and Disclosures of Interest
One department head did not use the RFP process when procuring the services of a professional services provider. Auditors reviewed 39 purchases that would have been required to be competitively bid or required written or verbal quotes and found that one was not and five were procured without required verbal price quotes. During the review of 21 purchases that would require competitive bids, auditors found that five purchases totaling more than $1.1 million were procured from single vendor bids. Finally, the ethics board does not review the annual financial interest disclosure forms to determine whether county officials and employees who are involved in the procurement process have a conflict of interest.
North Evans Fire District - Internal Controls Over Financial Operations (Erie County)
Auditors found that the board generally provides adequate oversight of district financial activities. The treasurer provides monthly reports to the board and filed the required annual financial report for 2009 in a timely manner. The board retained a public accounting firm to perform an annual audit of the district's financial records for 2009, as required by statute.
Town of Potter - Internal Controls Over Selected Financial Operations (Yates County)
Auditors found that the board's budgeting practices have resulted in the Highway Fund accumulating excessive taxpayer funds that could be better utilized for the benefit of taxpayers. In addition, the board improperly approved the issuance of a statutory installment bond for $136,000, and improperly allowed a third party contractor access to the town's cash to disburse payroll.

Swine Trichinella infection and geographic information system tools.(DISPATCHES)
Pastured pigs are vulnerable to Trichinella spiralis infection through exposure to wild reservoir hosts. To evaluate the potential impact of the expanding production of pork from pasture-raised pigs, we mapped locations of T. spiralis occurrence and pastured-pig farms in the United States. Twenty-eight farms were located within 50 km of previous infection.

The incidence of Trichinella spiralis infection in humans and swine has declined markedly in North America over the past 20 years; however, sporadic outbreaks still occur (1,2). The importance of sylvatic reservoir hosts in the persistence of T. spiralis infection risk is well-documented, even in countries that have made substantial gains in controlling the infection in swine (2-5); T. spiralis infection has been recently demonstrated in foxes in Ireland, where no pig infections had been identified for 30 years, (6). The outdoor rearing of pigs is a major risk because of increased exposure to sylvatic and synanthropic hosts (2-10). Transmission of T. spiralis from infected farm pigs to synanthropic (e.g., rats, cats, raccoons) and local sylvatic animal populations also occurs (3,11).
Pastured-pig operations in the United States have experienced substantial growth in recent years. The number of pigs reared in organic livestock operations, which by law must pasture pigs for at least some part of the day, rose from 1,724 in 2000 to 10,018 in 2005 (12). An even larger number of pigs (>100,000) are now being reared nonorganically on pasture and marketed as "pastured, humane, or free-range" pigs. (See below for source of information.) Because of the sporadic occurrence and distribution of outbreaks, and the lack of routine monitoring, the impact of this increase on the risk for T. spiralis infection for pastured farm swine is unknown. We report the use of geographic information system (GIS) methods to locate potential high-risk foci to facilitate targeting of surveillance for domestic pig infections, similar to the recent study identifying areas of risk for fascioliasis (13).
The Study
Two Trichinella databases (All Hosts and Domestic Pig) were compiled by using literature published over the past 60 years (full list of references provided on request from kdmurrell@comcast.net) and Trichinella isolate records from North America, maintained at the International Trichinella Reference Center in Rome (www.iss.it/site/ Trichinella). The All Hosts database contains records on T. spiralis infections in wildlife, including synanthropic species such as rats, cats, skunks, and foxes. The second database, Domestic Pig, contains records on T. spiralis from domestic pigs. The sylvatic species T. nativa and T. murrelli, which occur in North America, are not infective for pigs (Sus scrofa). T. pseudospiralis, which has low infectivity for pigs, has been reported only from a vulture and from a wild boar in North America, but because of the wide range of the former species (12,000-18,000 ha) and the location of wild boars >150 km from a known pasturedpig operation, we excluded this species from our analysis. When latitude and longitude data on host collection sites were not available, we approximated the locations using the coordinate points of the closest town to the collection site. From the 201 T. spiralis records that were collected, 54 were selected for mapping (37 wildlife hosts and 17 domestic pig infections). Other records were eliminated either because of vague descriptions of location or because they could not be confirmed as T. spiralis rather than a sylvatic species. The infected sylvatic hosts included black bear (Ursus americanus), raccoon (Procyon lotor), opossum (Didelphis virginiana), feral pig/wild boar (Sus scrofa), red fox (Vulpes vulpes), gray fox (Urocyon cinereoargenteus), feral cat (Felis catus), striped skunk (Mephitis mephitis), coyote (Canis latrans), and mink (Neovison vison). With the exception of black bears, these wild animals are potentially synanthropic hosts and transfer T. spiralis between the sylvatic and domestic habitats (2-5).
A third database was created for US farms that raise organic or nonorganically pastured swine. We obtained these data by searching the Internet using the keywords "pasture," "pork," and "organic" for farms producing and marketing pork through the Internet. The latitude/longitude coordinates from town and state data were determined by using the website www.zipinfo.com/search/zipcode.htm.
The databases were converted into map layers within ArcGIS (Environmental Systems Research Institute, Redlands, CA, USA). A basic political boundaries map served as the base map. The western United States is not shown in Figure 1 because the main areas with frequent reports of wild animal and domestic pig T. spiralis infections and a prominent pastured-pig industry are the Northeast/ Middle Atlantic and the central Midwest. Figure 2 shows an enlargement of the Midwest area to illustrate the ability to more precisely locate risk locations (county level). A GIS analysis, using a program in ArcGIS, was performed to measure the distance between pastured-pig farms and historical occurrences of T. spiralis in domestic pigs and wildlife. The program calculates a distance between each pastured-pig farm and the nearest T. spiralis point on the map and was run 3 times using the following variables: 1) T. spiralis in domestic pigs, 2) T. spiralis in wildlife, and 3) T. spiralis in both pigs and wildlife (Table).

Of the 332 pastured-pig farms mapped, 28 are located within 50 km of documented T. spiralis in domestic pigs or wildlife; 6 of these farms are within 50 km of locations with both pig and sylvatic T. spiralis infections. An additional 48 pastured-pig operations are within 100 km of T. spiralis infection locations.
Conclusions
Using GIS methods to analyze the risk for T. spiralis infection associated with the expansion of pastured-pig production, we identified farms that may be at high risk for the introduction of infection into pigs from reservoir hosts. We base this on the fact that the transmission of T. spiralis into sylvatic hosts from infected farms can lead to persistence in reservoir hosts (2,3) and remain a long-term threat to domestic pigs exposed to such hosts in a pasture/ dry lot environment (2-11). The number of pastured-pig farms and records of T. spiralis infections are highest in the Northeast and Midwest. Figure 2 demonstrates the ability through map enlargement to identify associations at the local level. In Illinois and Indiana, at least 10 farms within 50 km of previous T. spiralis infection in pigs or sylvatic hosts could be identified at the county level. The distances between pastured farms and the locations with recorded foci of T. spiralis in wild animals or domestic pigs used in the analysis (Table) are based on the general home ranges for the host species (14). For example, raccoons may range up to 3-10 [km.sup.2], red foxes 2-10 [km.sup.2] (with male dispersal up to 80 [km.sup.2]), and coyotes up to 5-70 [km.sup.2].

These findings should increase the awareness of pastured-pig producers and state veterinary and public health agencies of this potential problem. Targeted surveillance and management prevention programs need to be established in high-risk areas. The use of GIS tools could also help researchers to conveniently locate transmission loci to investigate the measures needed to prevent infection of outdoor-reared pigs. The database we created on pastured-pig operations is undoubtedly an underestimate of risk because of a lack of a national centralized reporting system for these rearing systems. Furthermore, the infection records are not from a national prevalence survey, which is lacking, but were complied from publications of local surveys and outbreaks (convenience samples). The bias from this method does not, we believe, detract from the objective to introduce the use of GIS tools for identifying foci with potential for T. spiralis transmission in outdoor pig-rearing systems. Identification of such foci would provide the opportunity to investigate transmission among wild animals and pigs in agro-ecosystems and the variables that influence transmission, such as climate, pig farm size, herd size, and pig exposure.

SOFTWARE COULD TRACK LAKE'S WATER QUALITY; PROJECT AWAITS EPA GRANT FOR OWASCO WATERSHED LAND INFORMATION SYSTEM.(Local)

The Finger Lake with the worst water quality could soon have one of the best systems for identifying why that is, which might provide the basis for reversing Owasco Lake's deteriorating water quality.
A software system that tracks every building project, every highway ditching and fuel spill, every leaky septic tank, every lumber harvest and farm expansion is being developed for the Owasco Lake watershed by Par Government Systems Corp., a division of New Hartford-based Par Technology.
Par has developed a similar Internet-based system to monitor land use in the New York City watershed. The company is adapting the New York City system for use in the Owasco Watershed, and calling it OWLIS (Owasco Watershed Land Information System). It could be a prototype for other Finger Lake watersheds.
"We have over 100 users of the system daily in the New York City watershed, and they're hitting it all day, every day," said Verne LaClair, project manager of Par Government Systems.
A proposed $800,000, three-year budget would include two years of salary for a watershed steward, who would collect and input data from county, town and village agencies in the watershed.
The steward's position is separate and different from the Owasco Lake watershed inspector position being sought by Cayuga County Water Quality Management Agency. The steward would regularly visit people like highway superintendents, code enforcement officers, staff at the Soil and Water Conservation and county Health Department, collecting data to feed into the database program.
"Right now, one has no idea what the others (towns and villages) are doing," said LaClair. "A lot of that background data already exists. You need someone to sit down and pool it and pull it together."
That's what a watershed steward working with OWLIS would do.
Par is already working with the Institute for the Application of Geo-Spatial Technology at Cayuga Community College on the project. The institute would provide the computer server to
handle all the data, and help with data and mapping.
LaClair gives an example of how the software program might help. Say researchers from the Finger Lakes Institute, based in Geneva, are testing lake water and get unusually high readings of phosphorus in some part of the lake.
They could access the OWLIS system to see what might be affecting water quality, without having to visit each town or village department to see what is on file for nearby sites. All the data would be posted in one spot.
Cayuga County applied to the U.S. Environmental Protection Agency for a $600,000 grant to pay for most of the cost. The county has received notice that its grant application was missing a letter of support from former Gov. George Pataki, said Al Kozlowski, president of the Owasco Lake Watershed Association.
The letter has since been sent, and county officials are scheduled to speak to EPA officials this week, asking them to reconsider.
LaClair notes that many people working throughout the watershed - which includes three counties, 12 towns and two villages - are already "doing their piece," say, monitoring storm water discharge into sewer systems or watching over construction sites.
"If you can show them how their little piece fits into the puzzle to make the big picture, hopefully light bulbs come on, behavior and actions change to become more water quality friendly," he said.
Kozlowski said the OWLIS system would be a giant step forward toward improving the quality of Owasco and all the Finger Lakes, putting them on a par with Syracuse's program for protecting the watershed of Skaneateles Lake, the city's source of drinking water.
"We're trying to get the Finger Lakes, like the Adirondacks, inside its blue line," said Kozlowski. "Skaneateles sort of has that already. You get in that watershed and you don't screw around. You get in our watershed and everybody screws around."
